Ease of Doing Business Foundation

A private-sector foundation working to make it faster to start and run a business in the Philippines. We publish the Business Entry Monitor and run the Red Carpet service for investors.

What we do

Measure
Companies report when they filed complete requirements and when each permit came out. We check every date against a receipt or claim stub and publish the results by industry and locale in the Business Entry Monitor.
Assist
Through Red Carpet, one case officer follows every permit an investor's project needs, and raises a late step with the agency, then with ARTA and the Office of the Cabinet Secretary.
Reform
With sector groups, we study how other economies streamline permits in manufacturing and services, and turn the findings into reform roadmaps for government agencies.

Partnership with PCCI and ARTA

Announced in March 2026, as the Philippines prepared to chair ASEAN, to cut permit delays nationwide with a focus on micro, small and medium enterprises.

The law we measure against

Republic Act 11032, the Ease of Doing Business and Efficient Government Service Delivery Act, signed on 28 May 2018. It also created the Anti-Red Tape Authority.

Processing standards
3 working days for simple transactions, 7 for complex, 20 for highly technical, counted from complete requirements.
Zero contact
No contact between processing officers and applicants outside official channels while an application is pending.
Automatic approval
A complete application not acted on within its standard is deemed approved, for permits the law covers.

How we stay independent

Data comes from companies
Records come from the businesses that filed, not from the agencies being measured.
Every date is checked
Each filing and release date is matched to a receipt or claim stub before it counts.
Agencies can respond
An agency sees a delay and can answer before it is flagged or escalated.
Company names stay private
Public pages show only totals. ARTA and the Cabinet Secretary see a company name only when a validated delay is escalated.
